Abstract
La hipoteca inversa es un préstamo con garantía hipotecaria de determinada vivienda, el cual generará una renta mensual al prestatario, contra el inmueble donde el prestatario vive. No obstante, el pago del crédito es exigible y la garantía ejecutable al fallecimiento del titular. La siguiente investigación se enfoca en revisar la factibilidad de desarrollar hipotecas revertidas en el Perú. Al respecto, actualmente existe un marco regulatorio vigente desde el año 2019. La baja proporción de peruanos en edad de retiro que recibe una remuneración da pie a buscar nuevas alternativas para mejorar la calidad de vida. La evidencia muestra que las principales dificultades para implementar este producto están relacionadas con la falta de desarrollo legal, las características de las garantías inmobiliarias y los sesgos culturales del adulto mayor. Finalmente, se encuentra que, si bien hay un marco regulatorio vigente, las condiciones de mercado tanto por el lado de la oferta como la demanda no son suficientes para desarrollar este producto financiero en el país.
The reverse mortgage is a loan with a mortgage guarantee of a certain home, which will generate a monthly income for the borrower, against the property where the borrower lives. However, payment of the credit is due and the guarantee is enforceable upon the death of the owner. The following research focuses on reviewing the feasibility of developing reverse mortgages in Peru. In this regard, there is currently a regulatory framework in force since 2019. The low proportion of Peruvians of retirement age who receive remuneration gives rise to seeking new alternatives to improve quality of life. The evidence shows that the main difficulties in implementing this product are related to the lack of legal development, financial education and the strong cultural attachment to property seen as inheritance or legacy. Finally, it is found that although there is a regulatory framework in force, market conditions on both the supply and demand sides are not sufficient to develop this financial product in the country.
