Abstract
El presente trabajo analiza el impacto de la entrada en operación del Puerto de Chancay sobre la determinación de las tarifas en los Puertos del Callao. La hipótesis plantea que la entrada de Chancay generará, en el corto plazo, una presión competitiva que incentivará inversiones orientadas a mejorar la eficiencia operativa de los puertos del Callao y, en el mediano plazo (entre tres y cinco años), una presión competitiva más estructural que podría traducirse en una reducción o contención de las tarifas portuarias. La metodología empleada es de carácter descriptivo y analítico, combinando el desarrollo de un marco teórico mediante análisis de literatura basada en la economía de la competencia y la regulación económica, con la revisión documental del sistema portuario peruano, el análisis de información tarifaria y la comparación con experiencias internacionales relevantes. Los resultados sugieren que, en el corto plazo, el impacto se manifestaría principalmente mediante inversiones estratégicas y mejoras operativas por parte de los operadores del Callao. Sin embargo, en el mediano plazo, la consolidación operativa del Puerto de Chancay podría modificar la estructura de mercado del sistema portuario nacional, fortalecer la competencia interportuaria e incentivar ajustes en la determinación de tarifas, contribuyendo potencialmente a una mayor eficiencia logística y a menores costos para los usuarios.
This paper analyzes the impact of the entry into operation of the Port of Chancay on tariff determination at the ports of Callao. The hypothesis proposes that Chancay’s entry will generate, in the short term, competitive pressure that will encourage investments aimed at improving the operational efficiency of the ports of Callao and, in the medium term (between three and five years), a more structural competitive pressure that could translate into a reduction or containment of port tariffs. The methodology adopted is descriptive and analytical, combining a theoretical framework through a literature review grounded in competition economics and economic regulation with a documentary review of the Peruvian port system, analysis of tariff information, and a comparison with relevant international experiences. The findings suggest that, in the short term, the impact is primarily reflected in strategic investments and operational improvements undertaken by Callao port operators. However, in the medium term, the operational consolidation of the Port of Chancay could alter the market structure of the national port system, strengthen inter-port competition, and encourage adjustments in tariff determination, potentially contributing to greater logistical efficiency and lower costs for users.
