Abstract
El Área de Recepción y Obtención de Muestras (ROM) del Centro Nacional de Salud Pública (CNSP) del Instituto Nacional de Salud (INS) es el punto de entrada del flujo diagnóstico nacional: recibe muestras biológicas de establecimientos de salud de todo el Perú y las prepara para su análisis en los Laboratorios de Referencia Nacional. La eficiencia de este proceso preanalítico incide directamente en la oportunidad del diagnóstico clínico especializado que el CNSP presta al país. El diagnóstico del proceso actual identificó cuatro deficiencias operativas: la organización secuencial dependiente entre subprocesos (recepción, codificación, digitación y distribución), que genera tiempos de espera acumulados; los desplazamientos físicos del personal sin valor agregado; la ausencia de mecanismos formales para gestionar la variabilidad del volumen de muestras (que oscila entre 149 y 1 516 muestras diarias); y la inexistencia de tiempos estándar validados que permitan planificar y controlar el proceso con base objetiva. Con base en este diagnóstico, que integra flujogramas, diagramas de recorrido, diagrama de Ishikawa, estudio de tiempos y movimientos, entrevistas a profundidad, informes de encuesta de satisfacción de usuarios (2023, 2024 y 2025) y datos del sistema NetLab v2, se elaboró una propuesta de optimización dentro de la fase Planificar del ciclo PHVA, conforme a la N.T. N.° 002-2025-PCM/SGP: Norma Técnica para la Gestión por Procesos en las entidades de la Administración Pública.
The Sample Reception and Collection Area (ROM, by its Spanish acronym) of the National Center for Public Health (CNSP) at the National Institute of Health (INS) serves as the entry point for the national diagnostic workflow: it receives biological samples from healthcare facilities across Peru and prepares them for analysis in the National Reference Laboratories. The efficiency of this pre-analytical process directly impacts the timeliness of the specialized clinical diagnosis provided by the CNSP to the country. The assessment of the current process identified four operational deficiencies: a sequential and dependent organization between subprocesses (reception, coding, data entry, and distribution), which generates accumulated wait times; non-value-added physical movements by staff; the absence of formal mechanisms to manage sample volume variability (ranging from 149 to 1,516 daily samples); and the lack of validated standard times to allow for objective planning and process control. Based on this assessment, which integrates flowcharts, string diagrams, Ishikawa diagram, time and motion studies, in-depth interviews, user satisfaction survey reports (2023, 2024, and 2025), and data from the NetLab v2 system, an optimization proposal was developed within the Plan phase of the PDCA cycle, in accordance with Technical Standard No. 002- 2025-PCM/SGP: Technical Standard for Process Management in Public Administration Entities.
