Abstract
La provincia de Coronel Portillo, en Ucayali, concentra 6,015 hectáreas de cultivos de coca y un flujo ilícito potencial de 72 toneladas anuales de cocaína base que transitan por más de 740 km de corredor fluvial. El propósito de este trabajo es analizar la "Limitada Cobertura de Patrullaje Fluvial" del DEPOTAD Pucallpa, brecha identificada en el Plan MS30 (Pilar III, Cap. 3.2), que opera con el 50% de operatividad de su flota. La investigación demuestra que esta deficiencia no se debe a una falta de asignación presupuestaria, sino a fallas estructurales de gestión: una flota obsoleta cuyo motor de dos tiempos consume combustible a una tasa que ningún presupuesto razonable podría sostener bajo el modelo actual de patrullaje extensivo, y una "invisibilidad estratégica" en el planeamiento que impide optimizar los recursos ya existentes. La brecha no es de asignación presupuestal sino de modelo operativo.
The province of Coronel Portillo, in Ucayali, concentrates 6,015 hectares of coca crops and a potential illicit flow of 72 annual metric tons of cocaine base transiting through a river corridor of more than 740 km. The purpose of this study is to analyze the "Limited River Patrol Coverage" of the Pucallpa DEPOTAD, a gap identified in the MS30 Plan (Pillar III, Chapter 3.2), which operates at 50% fleet operational rate. Research demonstrates that this deficiency is not due to a lack of budget allocation, but rather to structural management failures: an obsolete fleet whose two-stroke engine consumes fuel at a rate no reasonable budget could sustain under the current extensive-patrol model, and a "strategic invisibility" within institutional planning that prevents the optimization of already existing resources. The gap is not one of budget allocation but of operational model.
