Abstract
El mercado farmacéutico ha presentado distintas casuísticas a lo largo de los años en el Perú como, por ejemplo: altos precios en medicamentos esenciales, altas concentraciones de mercado por parte de las principales cadenas, asimetría de información por parte de los consumidores, etc. Sin embargo, en la década pasada, uno de los que más consecuencias negativas trajo fue la concertación de precios identificada por Indecopi en el año 2016. El ente regulador sancionó con aproximadamente 9 millones de soles a las principales cadenas farmacéuticas debido a que se comprobó que existían acuerdos entre las mismas para cobrar un precio mayor por medicamentos y no fomentar la libre competencia, lo cual provocaba un impacto negativo en el gasto de los hogares en el país dentro del rubro salud. El presente trabajo busca probar que, efectivamente; el incremento en los precios de los medicamentos mediante concertación, por parte de las empresas farmacéuticas, generó un incremento en el gasto total de las familias del Perú y, por consecuencia, la sanción de Indecopi estuvo correctamente justificada. Asimismo, el principal objetivo es conocer el impacto de la concertación de precios sobre el gasto de las familias en el Perú años previos a la sanción de Indecopi (2008-2016).
The pharmaceutical market in Peru has experienced various situations over the years, such as high prices for essential medicines, high market concentration by major pharmacy chains, and information asymmetry among consumers, etc. However, in the past decade, one of the issues that brought the most negative consequences was the price collusion identified by Indecopi in 2016. The regulatory authority sanctioned the main pharmacy chains with approximately 9 million soles after it was proven that they had agreements to charge higher prices for medicines and to avoid promoting free competition, which negatively impacted household health expenditures in the country. This paper aims to demonstrate that the increase in medicine prices through collusion by pharmaceutical companies generated an increase in the total spending of Peruvian families and, consequently, that Indecopi’s sanction was correctly justified. Likewise, the main objective is to understand the impact of price collusion on household spending in Peru in the years prior to Indecopi’s sanction (2008–2016).
