Abstract
La presente investigación analiza si la regulación peruana en materia de gestión del riesgo de desastres, específicamente en lo relativo a los sistemas de alerta temprana, incorpora estándares internacionales vinculados al cambio climático y la adaptación. En este marco, se parte del reconocimiento de los sistemas de alerta temprana como herramientas clave de adaptación, tanto a nivel internacional como nacional. El objetivo general consiste en determinar el nivel de incorporación de dichos estándares en la normativa peruana y proponer recomendaciones normativas que fortalezcan la capacidad adaptativa del país. La investigación adopta un enfoque cualitativo-descriptivo con componentes comparativos y propositivos, basado en el análisis documental de instrumentos internacionales y normativa nacional.
The present study analyzes whether Peruvian laws and regulations on disaster risk management, specifically regarding early warning systems, incorporate international standards related to climate change and adaptation. Within this framework, the study is based on the recognition of early warning systems as key adaptation tools at both international and national levels. The overall objective is to determine the extent to which these standards have been incorporated into the Peruvian legal framework and to propose policy recommendations that strengthen the country’s adaptive capacity. The research adopts a qualitative-descriptive approach with comparative and propositional elements, based on a documentary analysis of international instruments and national legislation.
