Abstract
El presente trabajo tiene como objetivo analizar la relación entre los servicios de telefonía móvil y fija, tanto en el contexto peruano como a nivel internacional. Asimismo, busca examinar cómo la expansión y masificación de la telefonía móvil ha influido en la regulación tarifaria del servicio de telefonía fija. A partir de la revisión de literatura, se busca explicar las razones por las cuales los servicios de telefonía fija han sido tradicionalmente objetivo de regulación a nivel global. Sin embargo, la evidencia empírica muestra que, desde inicios de la década de 2000, se ha producido un proceso de sustitución de estos servicios por los servicios móviles. En la actualidad, la telefonía fija atraviesa un proceso progresivo de desregulación a nivel global, debido a que la creciente participación de los servicios móviles en el mercado de telecomunicaciones ha intensificado la competencia intrasectorial. Este patrón se replica en el caso peruano, donde, si bien el servicio de telefonía fija permanece sujeto a regulación tarifaria, los cambios en la estructura de mercado y en la demanda han reducido los fundamentos económicos que la justificaban, dando lugar a recientes avances hacia su desregulación.
This study aims to analyze the relationship between mobile and fixed-line services, both in the Peruvian context and at the international level. It also seeks to examine how the expansion and widespread adoption of mobile services have influenced tariff regulation in fixed-line services. Through a vast literature review, this study aims to explain the reasons why fixed-line services have traditionally been subject to regulation worldwide. However, empirical evidence shows that, since the early 2000s, a process known as Fixed-Mobile substitution has taken place. Currently, fixed services are undergoing a gradual process of deregulation globally, as the increasing participation of mobile services in the telecommunications market has intensified intrasectoral competition. This pattern is also observed in Peru, where, although fixed-line services remain subject to tariff regulation, changes in market structure and demand have reduced the economic rationale that once justified such regulation, leading to recent progress towards its de regulation.
