Abstract
Este trabajo analiza las barreras estructurales que limitan el crecimiento económico de largo plazo del Perú durante el período 1990–2023. A partir de una revisión conceptual y empírica, se examina el rol de la productividad, el capital humano, la informalidad y las instituciones en la dinámica del crecimiento. El estudio analiza 4 etapas: 1990-2002, estabilización macroeconómica y crecimiento; 2003-2013, boom de comodities y crecimiento acelerado; 2014-2019, desaceleración y reducción del crecimiento potencial; y 2020-2023, shock del COVID-19 y persistencia de restricciones estructurales. La evidencia muestra como la baja productividad total de factores, la elevada informalidad, las deficiencias en la calidad educativa y las debilidades institucionales pueden limitar la transformación productiva, reduciendo el crecimiento potencial y la capacidad de convergencia del país hacia mayores niveles de desarrollo.
This paper analyzes the structural barriers that have constrained Peru’s long-term economic growth during the period 1990–2023. Based on a conceptual and empirical review, it examines the role of productivity, human capital, informality, and institutions in shaping growth dynamics. The study identifies four stages: 1990–2002, macroeconomic stabilization and growth; 2003–2013, the commodity boom and accelerated expansion; 2014–2019, deceleration and a decline in potential growth; and 2020–2023, the COVID-19 shock and the persistence of structural constraints. The evidence shows that low total factor productivity, high informality, deficiencies in education quality, and institutional weaknesses may hinder productive transformation, thereby reducing potential growth and the country’s capacity to converge toward higher levels of development.
