Ejecución de inversiones y el cierre de brechas en el gobierno regional de Ancash, 2022-2024

Abstract

El estudio llamado “ejecución de inversiones y el cierre de brechas en el Gobierno Regional de Ancash, 2022-2024” tuvo como objetivo general analizar la ejecución presupuestaria, financiera y física de las inversiones y el grado de cierre de brechas en las principales funciones del Gobierno Regional de Áncash en el periodo 2022–2024. El diseño fue descriptivo, el enfoque fue mixto con predominancia cuantitativa, las técnicas que se utilizaron fueron el análisis documental y la entrevista, y los instrumentos que se utilizaron para recabar la información fueron las fichas de extracción de datos, plantilla de verificación documental y guía de entrevista semiestructurada. Se concluyó que la ejecución presupuestaria, financiera y física de la cartera de inversiones del Gobierno Regional de Áncash (sede central) presentó niveles variables de avance durante el 2022-2024, y el grado de contribución al cierre de brechas difirió respecto de lo programado en las principales funciones como educación, salud, transporte y agropecuaria. La ejecución presupuestaria anual promedio fue menor al 45 %. El 32.9 % de las obras alcanzó avances financieros acumulados entre 90 % y 100 %, mientras que, el 28.1 % no superó el 10 %. En la ejecución física, el 41.7 % de las obras alcanzó un avance acumulado entre 90 % y 100 % y el 30 % se ubicó en el rango más bajo, manteniendo correspondencia con la ejecución financiera. No obstante, solo el 14.8 % contó con cierre formal (Formato N° 09). Se identificaron como factores incidentes los cambios de gestión regional y las deficiencias en los expedientes técnicos. Finalmente, los indicadores de brechas de calidad de competencia regional se mantuvieron elevados en las funciones estratégicas: más del 70 % en educación, más del 98 % en salud y más del 84 % en transporte, en contraste con a la función agropecuaria donde los indicadores de brecha de calidad y cobertura se han mantenido inalterables durante el periodo de análisis.

The study, titled “Investment Execution and Gap Closure in the Regional Government of Ancash, 2022–2024,” aimed to analyze the budgetary, financial, and physical execution of investments and the degree to which gaps were closed in the main functions of the Regional Government of Ancash during the period 2022–2024. The design was descriptive, with a mixed-methods approach, predominantly quantitative. The techniques used were document analysis and interviews, and the instruments used to collect information were data extraction forms, a document verification template, and a semi-structured interview guide. The study concluded that the budgetary, financial, and physical execution of the investment portfolio of the Regional Government of Ancash (headquarters) showed varying levels of progress during 2022–2024, and the degree of contribution to gap closure differed from what was planned in key functions such as education, health, transportation, and agriculture. The average annual budget execution was less than 45%. 32.9% of the projects achieved cumulative financial progress between 90% and 100%, while 28.1% did not exceed 10%. In terms of physical execution, 41.7% of the projects achieved cumulative progress between 90% and 100%, and 30% fell within the lowest range, corresponding to the financial execution. However, only 14.8% had formal closure (Form No. 09). Changes in regional management and deficiencies in the technical files were identified as contributing factors. Finally, the indicators of regional competence quality gaps remained high in the strategic functions: over 70% in education, over 98% in health, and over 84% in transportation, in contrast to the agricultural function, where the quality and coverage gap indicators remained unchanged during the analysis period.
