Abstract
This applied research examines the inadequate institutionalization of criminal analysis within the criminal investigation service of the Peruvian National Police (PNP) in Metropolitan Lima during the period 2023–2025. The problem lies not in the absence of analytical practices, but rather in their partial, dispersed, and weakly coordinated nature, failing to consolidate into a stable, standardized, and sustainable institutional capacity. In practice, this limits the regular production of comparable analytical inputs, their systematic use in decision-making, and the institutional capacity to preserve and leverage knowledge derived from operational and analytical experience to improve the prioritization, focus, and conduct of criminal investigations. In response to this gap, this work proposes a gradual path for institutional strengthening aimed at transforming criminal analysis into an organized, verifiable, and sustainable function within the criminal investigation service. As an initial phase, the implementation of a Functional Criminal Analysis Unit (FCAU) is proposed. This unit is conceived as an organizational innovation mechanism to establish minimum roles, standardized analytical products, basic data quality criteria, minimum viable interoperability, and a regular workflow for use at the management level. Based on this foundation, and under verifiable conditions of institutional maturity, its progressive scaling up to a Criminal Analysis Division (CAD) with greater technical, functional, and organizational robustness is proposed.
