Abstract
The sustained rise of diabetes mellitus in Peru —with an estimated prevalence of 7% to 10.7% among adults and over 2,988 cases recorded in North Lima between 2023 and 2024— has highlighted a structural gap in access to specialized, comprehensive care services for patients with this chronic condition. This is particularly evident among socioeconomic groups (SEGs) B and C in North Lima districts, where current service provision is limited to fragmented primary care lacking therapeutic continuity. To address this issue, a business plan was developed to evaluate the technical, commercial, and financial viability of a Specialized Diabetes Center (CEDIAB) —operating as a specialized unit of the San Pablo Group in North Lima for the 2026-2028 period—. The initiative aims to meet unmet demand through a multidisciplinary care model that integrates endocrinology, nutrition, psychology, therapeutic education, and continuous clinical monitoring at a single service location. The research employed a mixed-methods approach, combining the analysis of secondary epidemiological and sectorial data with primary data gathered through target audience surveys, ethnographic observation at specialized referral centers, and insights from healthcare experts. The study confirmed an unmet demand of 225,710 individuals within the service area and projected the acquisition of 1,879 patients in the first year. The proposed model —integrating endocrinology, nutrition, psychology, therapeutic education, and continuous clinical monitoring— projects revenues of 4.56 million soles and an Internal Rate of Return (IRR) of 44.2%, exceeding the 15% cost of capital (COK). The study included that the model is financially viable, operationally scalable, and replicable across other network locations, offering a sustainable solution to a high-prevalence public health issue in North Lima.
